I wrote a command line tool once upon a time that dumps Safari bookmarks in a pseudo-HTML format for a friend. It's GPL, and uses a bit of code from Adium. Source is available. I may finish and clean it up some day, but for now you'll need sed or something equivalent to make it useful.
